The Ministry of Administrative and Bureaucratic Reform (PANRB) has released the 2023 bureaucratic reform (RB) evaluation results, showcasing Batam’s significant leap to an A+ index score of 81.92, a marked improvement from the previous year’s CC rating. This achievement underlines Batam’s successful implementation of thematic RB focusing on poverty alleviation, investment enhancement, administrative digitalization for stunting, inflation control, and promoting domestic products as prioritized by the President.
Batam’s remarkable progress in the 2023 RB evaluation is attributed to the concrete impacts of reforms as mandated by the President, including significant poverty reduction through strategic programs, post-pandemic investment growth, and successful digital governance implementation. This leap in bureaucratic efficiency not only enhances Batam’s investment appeal but also positions the city as a model for administrative excellence in Indonesia.
Batam’s Head of Communication and Informatics, Rudi Panjaitan, highlighted the city’s advancement to the forefront of digital governance in Indonesia, ranking third among all regions with an SPBE (Electronic-Based Government System) score of 3.77, reflecting high-quality public services.

Investment has increased post-pandemic, with Batam contributing over 72% to Kepri’s total, which underscores the city’s role as a pivotal economic hub, further attracting national and international investors.
The thematic RB evaluation’s focus areas, including poverty alleviation and investment quality improvement, have shown tangible benefits, with a national investment increase of IDR 160.6 trillion and a significant reduction in poverty levels.
Batam’s efforts in promoting domestic product usage and inflation management have been recognized nationally, contributing to a decrease in the inflation rate to its lowest since 2000, at 2.61% year-on-year in 2023.
