Singapore explores Canadian energy and food supplies while preparing for further fuel disruptions.

Singapore is looking beyond its traditional suppliers as Middle East instability disrupts key shipping routes, with Canada emerging as a potential partner for energy, food, technology, and supply chain resilience.

Singapore Warns of Further Fuel Disruptions
Foreign Affairs Minister Vivian Balakrishnan said Singapore should anticipate further disruptions to fuel supplies from the Middle East as conflict affects important shipping routes. He said discussions remained preliminary but expressed hope that the framework could be ready within the next couple of months. Balakrishnan said Singapore had been able to cope so far because its energy sources are diversified, but warned that developments around the Bab el-Mandab Strait could create additional risks.

Canada Considered as Energy and Food Source
Balakrishnan described Canada as an energy “superpower” in both fossil fuels and renewable energy and said Singapore is examining the country as a potential source of energy and food. Singapore is also considering more formal arrangements with Canada for trade in essential supplies. He said discussions remained preliminary but expressed hope that agreements could be ready for signing within the next two to three months.

Ministers Sign Economic Partnership Declaration
During Balakrishnan’s September 17 to 18 visit to Ottawa, he and Canadian Foreign Minister Anita Anand signed a joint declaration to establish a Singapore-Canada Economic Partnership Framework. The planned framework is intended to deepen cooperation in emerging technologies, energy and food security, two-way investment, and supply chain resilience. Both governments also agreed on the importance of strengthening their relationship to improve strategic resilience.

LNG, AI and Critical Minerals Included
The proposed framework includes cooperation in liquefied natural gas, clean energy, critical minerals, artificial intelligence, quantum technologies, cybersecurity, and digital innovation. The two sides also plan to promote joint research, innovation, and commercialization while strengthening diversified energy supply chains. Balakrishnan separately met Canadian officials and discussed cooperation in AI and quantum technologies during his Ottawa visit.

ASEAN-Canada Cooperation Also Discussed
Singapore and Canada also discussed strengthening ties between ASEAN and Canada, particularly as Singapore prepares to chair ASEAN in 2027, which will mark 50 years of ASEAN-Canada dialogue relations. The ministers reaffirmed support for the timely completion of negotiations on the ASEAN-Canada Free Trade Agreement and discussed possible joint capacity-building programs through the Singapore Cooperation Programme.
