Batam Waste-to-Energy Plan: 1,205 Tons of Daily Trash Could Generate 20 MW

Batam explores Japanese technology as feasibility studies determine whether waste can become electricity.

Batam’s mounting waste problem could eventually become a source of renewable energy, but city authorities say the ambitious waste-to-energy plan must first prove technically, environmentally, and financially viable.

Batam Produces 1,205 Tons of Waste Daily
Batam generates around 1,205 tons of waste every day, creating growing pressure on the city’s disposal system while also providing potential feedstock for waste-to-energy, or WtE, technology. BP Batam presented the opportunity at the Asia Pacific Circular Cities Forum 2026 in Yokohama, Japan, on September 3 and 4, where Deputy for Public Services Ariastuty Sirait discussed how Batam could turn part of its waste stream into renewable energy.

Feasibility Study Remains the Critical First Step
Despite the potential, construction is not yet ready to begin. BP Batam is seeking cooperation on a feasibility study examining technical, economic, environmental, infrastructure, and investment considerations, with Batam Pos reporting that the assessment process could extend into 2027. The study will determine what technology is suitable, how much waste can realistically be processed, where a facility could operate, and whether the project can become financially sustainable.

Japanese Firm Estimates 20 MW Potential
Japanese engineering company JFE Engineering Corporation has shown interest in the project and estimates that Batam’s waste stream could potentially generate around 20 megawatts of electricity, enough to supply approximately 20,000 homes. However, BP Batam stressed that the figure remains an early estimate rather than a confirmed plant capacity. JFE has expressed interest in visiting Batam for further assessment following discussions with BP Batam in Yokohama.

Electricity Buyer and Investment Model Still Needed
Technical capability alone will not determine whether the project proceeds. PT PLN (Persero) is expected to be involved in future discussions as a potential buyer of electricity produced by the facility, making power-purchase arrangements a key part of the business model. Technical, financial, environmental, and commercial considerations will need to be assessed before the project can be considered bankable.

Waste-to-Energy Cannot Replace Waste Reduction
BP Batam has emphasized that community participation will remain important throughout the waste-management process if the WtE initiative moves forward. Effective sorting, recycling, collection, transportation, and waste reduction at the source will remain necessary even if the electricity project moves forward. Singapore has similarly emphasized circular-economy approaches that recover materials and reduce waste before final treatment, highlighting potential areas for regional knowledge and technology cooperation.

Batam’s waste-to-energy proposal could simultaneously ease pressure on landfill capacity and diversify the city’s energy sources, but its success depends on whether the feasibility study produces a workable technical and financial model. For Indonesians, the project could become an important example of turning an urban waste challenge into infrastructure and energy value. For Singaporeans, Batam’s proximity creates opportunities for regional collaboration in circular-economy technology, investment, and sustainable waste management.
