Police move quickly after online footage triggers public outrage and legal action
A man has been detained in Shah Alam after a viral video appeared to show a puppy being abused at a construction site, prompting police to launch an animal cruelty investigation and seize three dogs for further action. Malaysian authorities said the case is being handled under both animal welfare and criminal law.
Viral Video Triggered Police Report
Shah Alam police said they received a report at 2.14am on April 15 from a member of the public who had seen a video circulating on TikTok. According to police, the footage appeared to show a man submerging a puppy in a water tank at a construction site in Section 32, Shah Alam.
Suspect Was Arrested the Same Day
Police later detained a local man, believed to be in his 20s, at around 3.40pm the same day near the location of the incident. Shah Alam OCPD Assistant Commissioner Ramsay Embol said officers acted on information received after the video spread online.
Three Dogs Were Also Seized
During the arrest, police said three dogs were seized with the assistance of the Selangor Department of Veterinary Services. Authorities have not publicly confirmed additional details about the condition of the puppy seen in the video, but said the animals were taken for further action as part of the investigation.
Case Is Being Investigated Under Two Laws
The case is being investigated under Section 29 of Malaysia’s Animal Welfare Act 2015 and Section 428 of the Penal Code. Police said the Animal Welfare Act carries a penalty ranging from RM20,000 to RM100,000 in fines, imprisonment of up to three years, or both upon conviction.
Public Urged to Share Information
Police have called on anyone with further information to come forward and assist the investigation. The case has drawn strong public attention online and adds to wider concern over how quickly acts involving animal abuse can spread on social media and trigger enforcement action.
This case has become a reminder that acts of cruelty toward animals can lead to swift public backlash and serious legal consequences. For Malaysians, it reinforces the expectation that animal welfare laws must be enforced firmly when abuse is alleged. For Singaporeans and other regional readers, it also shows how viral evidence is increasingly shaping the speed and visibility of law enforcement responses in sensitive cases.
