Government plans phased expansion as global energy pressures reshape fuel strategy
Malaysia is moving closer to expanding its palm oil-based biodiesel programme nationwide, as rising global oil prices push the government to accelerate its transition towards alternative fuels.
Push To Expand Biodiesel Nationwide
Malaysia plans to gradually expand its B20 biodiesel programme across the country, moving beyond its current B10 mandate in the transportation sector. Plantation and Commodities Minister Noraini Ahmad said there is significant room to increase biodiesel blending levels to B20 and even B30, as part of long-term efforts to strengthen energy resilience and reduce reliance on conventional fuels.
Current Implementation Still Limited
At present, higher biodiesel blends are only implemented in selected areas such as Labuan, Langkawi, and Sarawak (excluding Bintulu), while most of the country continues using B10. This highlights both the opportunity and challenge of scaling up the programme nationwide, particularly as infrastructure and cost considerations remain key constraints.
Global Oil Prices Driving Urgency
The renewed push comes amid surging global oil prices linked to the Middle East conflict and disruptions in the Strait of Hormuz. These developments have increased pressure on governments to diversify energy sources, making biodiesel a more attractive alternative despite its sensitivity to palm oil price fluctuations.
Indonesia’s Aggressive Policy Adds Pressure
Malaysia’s plans also come as neighbouring Indonesia moves ahead with more aggressive biodiesel mandates, already implementing B40 and targeting B50. Indonesia’s policies have previously tightened global palm oil supply, influencing prices and adding complexity to Malaysia’s own biodiesel strategy.
Infrastructure And Capacity Still Key Challenges
Despite strong production potential, Malaysia’s biodiesel output remains below capacity, with 2025 production at around 975,000 tonnes compared to a maximum capacity of 2.36 million tonnes. The government is now prioritising upgrades to blending depot infrastructure in key regions such as Sandakan, Tawau, Sepanggar, and Bintulu, with a phased five-year plan to support higher biodiesel adoption.
Malaysia’s move to expand biodiesel reflects a broader regional shift towards energy security and sustainability. While challenges around cost, infrastructure, and global commodity dynamics remain, the phased rollout signals a strategic effort to future-proof the country’s fuel mix in an increasingly volatile energy landscape.
