26-year-old pleads not guilty to two Penal Code offences
A 26-year-old medical trainee has been charged in court over allegations of secretly recording a woman bathing and possessing obscene materials, raising serious concerns about professional conduct in healthcare settings.
Charges Filed in Magistrate’s Court
Ahmad Hilmi Zulkeflee, 26, was charged in the Magistrate’s Court with two offences allegedly committed in September 2025. He pleaded not guilty when the charges were read before Magistrate Amal Razin Alias, according to Harian Metro.
The court proceedings relate to alleged incidents that took place at Hospital Sultan Ismail Petra, where the accused was undergoing medical training.
Allegation of Recording Woman Bathing
Under the first charge, Ahmad Hilmi is accused of attempting to dishonour a woman by recording her while she was bathing without her knowledge. The alleged incident occurred at around 6:30 a.m. on Sept. 13, 2025, in a second-floor bathroom at the hospital.
The charge falls under Section 509 of Malaysia’s Penal Code, which carries a maximum penalty of five years’ imprisonment, a fine, or both upon conviction.
Possession of Obscene Materials
The second charge alleges that the accused possessed several obscene photos and videos stored on his mobile phone. The materials were allegedly discovered in Room 102 of the Medical Officer Trainee Hostel at the same hospital at approximately 1:30 p.m. on Sept. 14, 2025.
This offence is framed under Section 292 of the Penal Code, which provides for up to three years’ imprisonment, a fine, or both.
Bail Arguments in Court
Deputy Public Prosecutor Mazlinda Mohd Nor proposed bail of RM5,000 for each charge. Defense counsel Che Mohd Azim Che Hamat sought a lower amount, citing his client’s youth and the fact that this was his first alleged offence.
The court ultimately set bail at RM6,000 for both charges combined, with one surety required.
Court-Imposed Conditions
In addition to bail, the court imposed a condition prohibiting the accused from harassing the alleged victim. Such conditions are commonly attached to protect complainants while investigations and trial proceedings continue.
The next mention of the case has been scheduled for March 17.
Broader Concerns Over Professional Conduct
The case has drawn attention due to the accused’s position as a medical trainee, a role that carries ethical responsibilities and public trust. Allegations involving misconduct in healthcare settings often raise wider questions about institutional safeguards.
Legal proceedings will determine the outcome of the charges, and the accused remains presumed innocent unless proven guilty in court.
This case underscores the seriousness with which Malaysian courts treat allegations of sexual harassment and possession of obscene materials. It also highlights the importance of maintaining professional integrity within healthcare institutions. Developments in the proceedings may be closely watched across the region, including in Singapore, where similar standards of medical ethics and legal accountability apply.
