ICA revokes permanent residency following conviction for sexual offences involving a minor

Singapore authorities have taken decisive immigration action against former actor Ian Fang, underscoring the country’s firm stance on serious criminal offences and public safety.

PR Status Revoked by ICA

The Immigration and Checkpoints Authority has revoked the permanent resident status of former actor Ian Fang, also known as Fang Wei Jie, on February 5. ICA confirmed that Fang will be deported from Singapore after completing his prison sentence and will be permanently barred from re entering the country.

Conviction Led to Immigration Review

ICA said that the PR status of any permanent resident convicted of an offence is subject to review. Fang was sentenced to 40 months’ imprisonment in May 2025 after pleading guilty to three charges of sexual penetration of a girl under 16. Three additional similar charges were taken into consideration during sentencing.

Details of the Offences

Court documents revealed that Fang met the victim at an entertainment event in May 2024 when she was 15 years old. Between June and July 2024, he engaged in sexual acts with her on nine occasions. The victim was later diagnosed with human papillomavirus, a sexually transmitted infection, which emerged during investigations.

Obstruction and Stalking Charges

Beyond the sexual offences, Fang also faced charges related to obstructing justice and stalking. Despite being instructed by investigators not to contact the victim, he continued communicating with her and attempted to influence her to withdraw the case. He later stalked her multiple times through messaging platforms and online applications.

Court Proceedings and Gag Order

A gag order remains in place to protect the identity of the victim, who was a minor at the time of the offences. Fang pleaded guilty on May 19, 2025, and began serving his sentence on June 16, 2025. The court took into account his admissions and the seriousness of the offences in determining the sentence.

Background and Public Apology

Fang was a full time actor with Mediacorp for 12 years before leaving the broadcaster in 2023. At the time of the offences, he was also working as an acting teacher with a modelling school for children. Before surrendering to begin his jail term, Fang publicly apologised and acknowledged responsibility for his actions.

Possible Release Timeline

With good conduct, Fang could be eligible for release from prison in August 2027. Upon release, ICA confirmed that deportation proceedings will follow, effectively ending his legal residency and future presence in Singapore.

The revocation of Ian Fang’s permanent residency highlights Singapore’s strict approach toward serious criminal conduct, particularly cases involving minors.
