One-year bachelor’s pathway aims to boost teacher welfare and education quality nationwide

Indonesia is accelerating education reform by tackling one of its most persistent challenges: under-qualified teachers. A newly expanded scholarship program signals a decisive push to strengthen human capital through faster, experience-based higher education.

Massive Scholarship Expansion for Teachers
On January 3, 2026, Minister of Primary and Secondary Education Abdul Mu’ti announced a major expansion of the government’s undergraduate scholarship program, targeting 150,000 teachers nationwide. The initiative focuses on educators in early childhood education, elementary schools, and junior high schools who have not yet met the mandatory Bachelor’s (S1) or Advanced Diploma (D4) qualifications.

Twelve-Fold Increase from 2025

The 2026 allocation represents a dramatic increase from last year’s quota of 12,500 teachers. Speaking during the inauguration of State Elementary School SDN 2 Wonorejo in Demak, Central Java, Mu’ti said the expansion reflects the government’s urgency in raising education standards and teacher professionalism, as reported by Antara.

One-Year Degrees Through RPL Scheme
The program applies the Recognition of Prior Learning (RPL) scheme, allowing teachers’ years of classroom experience to be converted into academic credits. Under this model, educators can complete a bachelor’s degree in approximately one year instead of the traditional four to five years, significantly reducing time and financial barriers.

Scholarship Value and Direct Funding

Each recipient receives IDR 3 million per semester, equivalent to approx. SGD 240, with funds transferred directly to government-appointed universities. This structure ensures transparency while easing the financial burden on teachers pursuing higher qualifications.

Pathway to Certification and Higher Income
After graduating, teachers may enroll in the Teacher Professional Education (PPG) program to obtain certification. Certified teachers become eligible for professional allowances, directly improving income stability and long-term welfare. According to the ministry, this step is essential not only for compliance but also for retaining skilled educators.

Linking Teacher Quality to Student Outcomes
Mu’ti stressed that quality teachers are central to building superior human resources. Alongside scholarships, the ministry is preparing policies to strengthen student learning outcomes. Starting in 2027, English will become a mandatory subject from third grade, supported by specialized teacher training beginning in 2026.

Responding to Learning Performance Gaps
The reforms follow national evaluations showing low academic performance, with average Mathematics scores at 35 and English at 29 in 2025. Officials believe improving teacher qualifications and targeted training will help reverse these trends and elevate overall education quality.
