Kiosks Aim to Cut Middlemen and Control Volatile Chili Prices

Batam City has taken a decisive step to stabilize food prices by building a direct chili distribution system that connects local farmers straight to consumers, reducing market volatility while empowering women-led farming groups.

Cutting the Middlemen to Control Prices
The Batam City Government has launched the Cabai Corner program, a dedicated chili distribution channel designed to curb sharp price fluctuations in the market. The initiative operates through special chili kiosks managed by women farmer groups, known locally as Kelompok Wanita Tani (KWT), under the guidance of the Batam Food Security and Agriculture Agency (DKPP).

According to DKPP Head Mardanis, Cabai Corner was created to eliminate intermediaries and price speculators who often drive up chili prices. By streamlining the supply chain from local farmers directly to consumers, the city aims to stabilize prices and reduce food inflation, particularly for chili, one of Indonesia’s most volatile commodities.

Centralized Distribution for Price Stability
Under the Cabai Corner system, DKPP Batam controls the entire process, from order management to distribution. Farmers and KWT members do not interact directly with buyers or kiosk operators, allowing prices to remain regulated and predictable. This centralized approach ensures transparency while protecting both producers and consumers from sudden price spikes.

Currently, 14 women farmer groups are actively operating Cabai Corner kiosks using a dropship system. At this early stage, the program also serves as a learning platform, helping KWT members improve production records, distribution management, and basic marketing communication.

Strengthening Women Farmers and Urban Food Systems
In total, DKPP Batam oversees 93 women farmer groups involved in various food production initiatives, including the Sustainable Food Yard Program (P2L). This program encourages households to use home yards for independent seedling and food cultivation, strengthening urban food resilience.

Building the capacity of women farmers remains a central pillar of Cabai Corner’s long-term sustainability. Ongoing technical assistance is provided to ensure consistent quality, proper crop management, and resilience against climate-related risks.

Local Chili Production Gains Momentum
Batam has also made progress toward chili self-sufficiency. Chili cultivation now covers approximately 15 hectares across Sei Beduk, Nongsa, and Sagulung districts. Chili has been designated as a priority commodity within the city’s food security strategy.

Several farmer groups, including Sidomukti and Bumi Makmur, have already begun harvesting. Early yields have reached around 100 kilograms, with staggered harvesting expected to continue gradually until the Ramadan period. Planting schedules are deliberately not synchronized to manage resource limitations and reduce weather-related risks.

Managing Climate Risks and Expanding the Program
Mardanis noted that the rainy season presents challenges such as wilt disease and root rot, making planting schedules critical. To minimize crop failure, DKPP continues to provide field-level technical support and close monitoring.

Looking ahead, the Batam City Government aims to expand the program significantly. The target for this year is to establish 100 operational Cabai Corner kiosks across the city. Beyond chili, the kiosks are also planned to evolve into integrated food outlets selling vegetables, rice, and other essential staples.

Cabai Corner represents more than a price-control mechanism. It reflects Batam’s broader strategy to build a resilient, community-based food system that empowers women, supports local farmers, and reduces dependence on external supply chains. For Indonesians and Singaporeans observing Batam’s economic development, the initiative highlights how urban agriculture and smart distribution models can play a critical role in regional food security and inflation control.
