Batam immigration steps up enforcement and outreach amid high foreigner mobility in 2025

Batam’s position as a key international gateway continues to draw foreign nationals, but it also brings heightened immigration challenges that authorities are moving decisively to address.

Hundreds of Violations Recorded in 2025
Indonesia’s Class I Special Immigration Office TPI Batam recorded enforcement actions against 430 foreign nationals throughout 2025 for violating stay permit regulations. According to Head of Immigration Information and Communication Section Kharisma Rukmana, most cases resulted in Immigration Administrative Actions, while four cases were escalated to criminal investigation due to the severity of the offenses. The data was disclosed on December 30, highlighting ongoing compliance issues among foreign residents.

Common Types of Immigration Offenses
Authorities identified a range of violations, including overstaying, misuse of stay permits, and conducting activities inconsistent with visa classifications. These offenses were uncovered through routine monitoring and targeted inspections across Batam, where the volume of foreign movement remains consistently high due to its strategic location and industrial significance.

Batam’s Strategic Role and Heightened Oversight

As an international entry point and industrial hub, Batam experiences significant foreign mobility, prompting immigration authorities to maintain continuous and intensive supervision. Officials emphasized that sustained enforcement is essential to preserving order, security, and regulatory compliance within the city.

Intensified Joint Operations and Patrols
To curb violations in 2026, Immigration Batam plans to strengthen supervision through regular patrols and structured enforcement operations, including the Wira Waspada initiative. Administrative and field inspections are carried out at strategic locations in collaboration with Customs and the National Police, ensuring foreign nationals comply with existing immigration rules.

Mobile Services Through Immicare–Reach Out
Immigration Batam has also introduced the Immicare–Reach Out program, a mobile immigration service targeting industrial zones such as Batamindo, Panbil, and Kabil. The initiative provides on-site information, education, and permit services to foreign workers and employers, aiming to prevent non-compliance before it escalates into violations.

Expanding Education and Compliance Awareness
In addition to enforcement, authorities are actively conducting outreach and education sessions for foreign nationals, employers, foreign investment companies, and local communities. These sessions focus on correct visa usage, stay permit regulations, and the legal consequences of immigration violations, reinforcing a preventive approach to compliance.

Batam’s intensified immigration enforcement reflects Indonesia’s broader commitment to maintaining regulatory integrity in strategic border regions.
