Multi-agency operations sweep coffee shops, massage parlors, and entertainment outlets islandwide

Singapore authorities conducted a sweeping four-day enforcement campaign that led to the arrest of 47 individuals linked to illegal gambling, vice-related offences, and manpower violations. The coordinated action underscores intensified efforts to dismantle illicit networks operating across multiple parts of the city.

A Four-Day Islandwide Sweep
A total of 10 men and 37 women, aged between 20 and 88, were arrested in multi-agency operations conducted from December 3 to 6. The coordinated effort was led by Tanglin Police Division, with support from the Health Sciences Authority, Immigration and Checkpoints Authority, Central Narcotics Bureau, and the Singapore Civil Defence Force.

Targeted operations were carried out across Orchard Road, Whampoa, Toa Payoh, Novena, Balestier, Kim Keat Road, and Robertson Quay. The focus was on public entertainment venues, massage establishments, residential units, and commercial premises linked to suspected criminal activity.

Illegal Horse Betting in Whampoa

Media outlets observed the first night of raids on December 3 at a coffee shop in Whampoa. Seniors suspected of illegal horse betting were arrested, including two alleged bookmakers and several punters. Officers seized more than S$5,000 in cash and multiple mobile phones, with one suspect found carrying a knife.

The arrests in Whampoa and a subsequent Toa Payoh raid brought the total to 11 suspects aged between 59 and 88, highlighting the continued prevalence of illegal gambling in older communities.

Vice-Related Raids Along Orchard Road
On the same night, police raided a karaoke outlet at Far East Shopping Centre. Reporters witnessed 22 women being questioned and handcuffed for alleged offences under the Women’s Charter and the Employment of Foreign Manpower Act. Their phones and identification documents were collected for investigation.

Another public entertainment venue along Orchard Road was checked the following day, bringing the total number of women arrested at entertainment outlets to 26.

Massage Establishments and Residences Targeted
Between December 5 and 6, enforcement operations expanded to massage parlors and residential units in Novena, Balestier, Kim Keat Road, and Robertson Quay. Nine women and one man, aged between 21 and 54, were arrested for violations of the Women’s Charter and foreign manpower laws.

Officers also inspected five public entertainment outlets along Orchard Road, with SCDF participating in three of the checks.

Firm Warning from Authorities
Commander of Tanglin Police Division, Senior Assistant Commissioner Cheong Chee Ming, emphasized that offenders involved in illicit activities will face decisive action. He noted that inter-agency collaboration remains central to maintaining law and order amid increasingly sophisticated criminal operations.

Ongoing Investigations
All 47 individuals arrested during the four-day operation are under investigation for offences that include illegal gambling, vice-related activities, and manpower violations. Authorities have indicated that similar operations will continue.
