New allowances, salary bonuses, and mobility aid highlight Johor’s push to strengthen public service and youth welfare.
Johor has announced a comprehensive package of incentives under the Johor Budget 2026, offering financial support to both civil servants and Johor-born students studying across Malaysia. The measures, tabled by Menteri Besar Datuk Onn Hafiz Ghazi, underscore the state’s commitment to public sector performance and youth empowerment.
RM70 Million Incentive for Federal Civil Servants
For the first time, Johor will provide a Federal Civil Servant Special Incentive benefiting 140,185 federal civil servants stationed in the state. Each eligible officer will receive RM500, funded through a RM70.1 million allocation. Onn Hafiz said the initiative acknowledges their dedication and strengthens ties between state and federal service.
Two-Month Salary Bonus for State Civil Servants
In addition to the federal incentive, 17,454 state civil servants — including federal personnel paid by the state — will receive a bonus equivalent to two months’ salary, to be disbursed by December. The menteri besar noted that the incentive aims to boost motivation, integrity, and service excellence throughout the Johor public sector.
Travel Support for Johor-Born Students
Johor also introduced new mobility aid for students studying far from home. The state allocated RM1.4 million for flight ticket assistance for Johor-born students enrolled in institutions in Sabah and Sarawak. The support is intended to reduce the financial burden of returning home during major festive seasons.
Free Festive Season Bus Services in Peninsular Malaysia
Students studying in Peninsular Malaysia will benefit from free bus services during key holiday periods. Onn Hafiz emphasised that the initiative ensures Johor-born students can reunite with their families without worrying about travel expenses — especially those living far from their hometowns.

Part of a Broader Youth Empowerment Agenda
These travel incentives form part of the Orang Muda Johor agenda, which allocates over RM55 million across 10 higher education initiatives. The agenda focuses on youth empowerment, equitable education access, and preparing Johor’s next generation to be visionary and service-driven. According to Onn Hafiz, the measures reflect the state’s commitment to ensuring “no student is left behind.”

The Johor 2026 Budget, themed “Bangsa Johor Sejahtera”, positions the state as a leader in human capital development while reinforcing the role of public service in delivering impactful governance. The combination of civil servant incentives and student travel aid signals a long-term strategy aligned with Johor’s socio-economic aspirations.
