Batam continues to defy expectations in 2025, recording a staggering Rp33.66 trillion in investments by September, driving job creation and reaffirming investor confidence in the city’s business climate.

Massive Investment Uptick in 2025


By the end of Q3 2025, Batam recorded Rp33.66 trillion in realized investments, reaching 91% of its annual target of Rp36.9 trillion. This figure marks a remarkable 74.94% surge compared to the same period in 2024, when investment stood at Rp19.24 trillion. The leap stems from robust growth in both domestic investment (PMDN) and foreign direct investment (PMA), each totaling Rp15.03 trillion—a 150.96% increase year-on-year.

Mayor Amsakar Achmad credited this achievement to the city’s strategic policies and coordinated efforts between the Batam City Government, BP Batam, and business stakeholders.

Key Investment Sectors Driving Growth


Five sectors dominated the investment landscape:

– Other Services: Rp7.09 trillion (30.52%)
– Electricity, Water, and Gas: Rp5.12 trillion (22.06%)
– Machinery, Electronics, and Medical Instruments: Rp4.57 trillion (19.69%)
– Housing, Industrial Zones, and Offices: Rp3.39 trillion (14.59%)
– Trade and Repair Services: Rp3.05 trillion (13.14%)

This diverse sectoral growth underlines Batam’s economic flexibility and appeal across multiple industries.

Impact on Job Creation and Public Welfare

The surge in investment translated into real benefits for the local workforce. From July to September 2025 alone, 51,939 new jobs were created. This figure reflects the direct contribution of capital inflow toward socioeconomic development in Batam, helping improve household incomes and regional productivity.

Mayor Amsakar emphasized that every policy taken by the administration is aimed at producing measurable benefits for both businesses and residents.

Infrastructure and Digitalization as Investment Pillars


Amsakar pointed to key enablers behind the surge: ongoing infrastructure upgrades and the digital transformation of public services, especially in business licensing. These efforts have reduced bureaucratic red tape and enhanced transparency, which are critical factors for investor confidence.

He reiterated that maintaining quality public service and business certainty is at the core of Batam’s governance model.

Batam’s investment momentum in 2025 not only surpasses expectations but also sets a precedent for sustainable urban economic planning in Indonesia. With over 51,000 jobs generated and a diverse industrial portfolio, Batam is evolving into a regional magnet for capital, innovation, and inclusive development.
