State-wide initiative promotes safe learning spaces and stricter enforcement against bullying.
Johor has launched a large-scale Anti-Bullying Campaign across 1,195 schools under the Safe Zone initiative, reinforcing its commitment to ensure schools remain safe and nurturing environments for students.
State-Wide Action Against Bullying
The Anti-Bullying Campaign, launched simultaneously across Johor on August 25, is part of the Safe Zone initiative to foster a peaceful, safe, and prosperous environment for future generations.
State Education and Information Committee chairman Aznan Tamin said the initiative symbolizes unity among government agencies, teaching staff, parents, and students in declaring that “bullying is not a Johor culture.”
Leadership Support
The campaign comes on the heels of a strong call from the Regent of Johor, Tunku Mahkota Ismail, who urged stricter enforcement and closer cooperation between communities and the state government to ensure schools remain safe spaces.
Practical Measures in Place
To make reporting easier, the Johor government has launched a 24-hour Bullying Complaint Hotline at 03-88849325 and a dedicated WhatsApp line at 014-8009325. These channels aim to empower victims and witnesses to report incidents quickly and confidentially.
Building a Safe School Culture

According to Aznan, the success of the campaign lies in collaboration across society. Teachers, parents, and students are expected to work together to ensure zero tolerance for bullying. Schools are also tasked with reinforcing values of empathy, respect, and responsibility among students.
Reinforcing Education Priorities
The initiative reflects Johor’s broader strategy to safeguard youth development by aligning education with character-building. Authorities say that by embedding anti-bullying measures in schools, the state will nurture not only academically strong but also socially responsible citizens.
Long-Term Vision
Johor’s Safe Zone initiative aims to transform the state into a model for safety-driven education in Malaysia. With widespread participation across nearly 1,200 schools, it sets a strong precedent for anti-bullying policies nationwide.
Johor’s Anti-Bullying Campaign highlights the state’s determination to protect its students and create a culture where respect overrides intimidation. By combining government support, leadership endorsement, and community involvement, the initiative strengthens both education quality and social harmony.
