Three-year partnership to attract global tech firms, boost JS-SEZ, and create Johor innovation centre.
Johor is aiming to become ASEAN’s premier launchpad for innovation and high-tech investment through a three-year partnership between JLand Group and China’s ZGC International Holding Ltd. The collaboration will leverage Johor’s industrial assets, including the Ibrahim Technopolis (IBTEC) and Johor-Singapore Special Economic Zone (JS-SEZ), to draw in global technology players.
Strategic Partnership for Global Reach
The MoU, signed between Johor Corporation’s real estate and infrastructure arm JLand Group (JLG) and ZGC International, focuses on three pillars: investment facilitation for global firms relocating to Johor, joint development of JS-SEZ projects, and the creation of a Johor innovation centre for research, development, and ecosystem building.
Unlocking High-Tech Potential
JLG group managing director Datuk Akmal Ahmad called the move “a strategic leap forward” that will connect Johor’s flagship developments with cutting-edge companies, capital, and technologies. He emphasised the importance of building innovation-ready ecosystems alongside physical infrastructure.

ZGC’s Proven Innovation Model
ZGC International, known for its global incubation, startup acceleration, and investment matchmaking, operates across the US, Europe, and Asia. General manager Lu Jiang said the alliance offers ZGC’s network a strategic foothold in one of Southeast Asia’s fastest-growing industrial regions.
Strengthening the JS-SEZ
Under the agreement, JS-SEZ cooperation will include joint marketing, intelligence sharing, and strategic co-development. These efforts aim to attract multinational corporations, boost cross-border trade, and integrate Johor more closely with Singapore’s economic ecosystem.
Johor Innovation Centre
The planned innovation centre will serve as a hub for R&D, talent development, and industry collaboration. It is envisioned as a magnet for companies in sectors such as digital infrastructure, artificial intelligence, and advanced manufacturing.
Supporting National and State Goals
This collaboration aligns with Malaysia’s Maju Johor 2030 vision and the 13th Malaysia Plan, both of which prioritise digital transformation, investment growth, and regional competitiveness.
If successfully executed, the JLand–ZGC partnership could cement Johor’s role as a central node in ASEAN’s high-tech ecosystem, attracting global innovators while creating lasting economic benefits for both Malaysia and its regional partners.
