A married Singapore Civil Defence Force (SCDF) officer, aged 33, was sentenced on July 31, 2025, to 30 months’ jail after pleading guilty to three counts of sexual penetration of a minor. The minor, a 15-year-old student in the National Civil Defence Cadet Corps (NCDCC)—the youth uniformed group the officer helped instruct—became involved with him over several months in 2023 and 2024.

Instructor’s Abuse of Trust

The officer first met the girl when he served as the field instructor for her school’s NCDCC National Day Parade contingent in June 2023. She soon developed a crush, seeking every opportunity to interact with him, even waiting at MRT stations along his commute and sending multiple flirtatious messages. The man initially rebuffed her, but their messaging grew more frequent and personal from August onward. By September, they were communicating daily, and the relationship turned romantic with a date in November 2023, when the girl declared her love for him.

Escalation and Sexual Encounters

By December 2023, the instructor reciprocated her feelings. During the school holidays that month, he invited her to his home while his wife was at work. The pair engaged in sexual activities for the first time. Over the following months, they met at his house and, at least once, in his car at a Clementi multi-storey carpark, engaging in sexual acts a total of ten times between December 2023 and April 2024. Many encounters were unprotected.

The Discovery and Legal Response

The illicit relationship came to light after the girl confided in her friends, some of whom saw sexually explicit photos and messages exchanged between the two. Concerned, one friend reported the matter to their CCA teacher-in-charge on April 5, 2024, prompting a police report. The officer was arrested on April 11, initially denying the relationship but eventually confessing.

Court Proceedings and Sentencing

In court, the officer’s mitigation centered on emotional vulnerability and marital strife; a psychiatrist noted that his “rescuer” complex and neglected marriage contributed to his lapse in judgment. Still, Principal District Judge Lee Lit Cheng stressed the seriousness of violating a position of trust, although she acknowledged he did not groom or target the girl, nor use coercion. Besides the three main charges, seven additional similar charges and one for possessing obscene films were taken into consideration.

The judge sentenced him to 30 months’ imprisonment, with effect from April 11, 2024. SCDF has since suspended the officer on half pay, reassigned him to administrative duties, and announced that further disciplinary actions—including possible dismissal—will follow his conviction.
