Singapore enforces stricter rules to stop hawker stall subletting and preserve authentic food culture.

Authorities are cracking down on illegal hawker stall subletting, reinforcing a rule that stallholders must personally operate their stalls. The move aims to protect the authenticity of Singapore’s hawker heritage while ensuring fair opportunities for small-scale entrepreneurs.

Personal Operation To Preserve Authenticity

Senior Minister of State for Sustainability and the Environment Koh Poh Koon reaffirmed in Parliament on March 10 that hawker stallholders must operate their stalls personally. This rule prevents subletting, keeps entry barriers low for small businesses, and protects the authenticity of hawker culture, a cornerstone of Singapore’s identity.

The National Environment Agency (NEA) enforces this policy to stop tenants from bidding for stalls purely for profit. Without this regulation, chain operators could dominate the scene, changing the unique fabric of hawker centres.

Subletting: An Open Secret Despite The Ban

Despite the decade-long ban introduced in 2012, subletting remains widespread. CNA’s investigation revealed many hawkers engaging in under-the-table arrangements, with rents soaring far above official rates. For example, subletting a Chinatown stall can cost S$8,000, while NEA’s median rent remains around S$1,250.

Experts warn that allowing subletting would attract commercial vendors, increasing food prices and undermining the government’s intent to support affordable dining and small entrepreneurs.

Economic Pressures And Regulatory Gaps

Many veteran hawkers rely on subletting for income during retirement, while new entrants struggle to secure prime locations. Competitive bids for stalls have reached extreme levels, with one Marine Parade Central stall drawing over S$10,000 in 2024. Although NEA revised its policies to reduce inflated bids, high competition continues to fuel illicit subletting.

Some hawkers, like Mr Ng, turn to subletting due to limited vacancies and poorly located stalls available through official tenders. Others argue that subletting provides mutual benefits, helping older stallholders while giving newcomers a chance to start businesses.

Balancing Enforcement With Support

The government acknowledges these challenges but stresses the importance of regulation. Dr Koh emphasized that hawker culture must remain a space for genuine operators rather than profit-driven middlemen. While enforcement is strict, NEA allows temporary flexibility for stallholders unable to operate due to valid reasons, provided rules are respected.
