Datuk Asman Shah Abd Rahman has been officially appointed as Johor’s new State Secretary, replacing Tan Sri Dr Azmi Rohani who began his new role as Comptroller of the Royal Household at Istana Negara on July 1. The appointment was confirmed by Johor Regent Tunku Mahkota Ismail via Facebook and formalized in a ceremony held at the Balai Mengadap, Istana Bukit Serene.

The event was witnessed by key Johor figures including Menteri Besar Datuk Onn Hafiz Ghazi and Johor Royal Council president Datuk Abdul Rahim Ramli. This announcement ended a week-long period of speculation surrounding the succession of Johor’s highest-ranking civil servant.

Asman Shah, 59, brings with him a wealth of administrative experience. Prior to his promotion, he served as the Deputy State Secretary (Development) since October 1, 2024. His previous roles include:

He holds a Bachelor’s in Economics from University of Malaya and a Bachelor of Laws and Economics from Chiba University, Japan. His dual academic background is seen as a strength in navigating both development and policy challenges.

Recognition and Personal Engagement

Asman Shah is not only a decorated civil servant—receiving the Excellent Service Award in both 2019 and 2020—but also known for his active involvement beyond the office. He serves as president of the Johor Administrative Officers Scuba Diving Association and manages the Johor Darul Ta’zim (JDT) II football team. A father of three, he is widely respected among civil service circles for his leadership and dedication.
