57-year-old jailed after disturbing act of public indecency on Singapore train
A 57-year-old man has been sentenced to three weeks in jail after a disturbing act of public indecency on a crowded MRT train left a female commuter shocked and violated.
Act of Public Nuisance on MRT Train
On the morning of February 5, Cheng Choong Peng boarded a train at Jurong East MRT station and stood closely behind a female commuter. Driven by what he described as sexual frustration over an unsatisfactory relationship with his wife, Cheng engaged in a sex act while on board the train.
After finishing, he noticed bodily fluid on his hands and the train floor. He then flicked the fluid onto the woman’s pants, leaving her unknowingly stained until she alighted at Outram Park MRT station.
Woman Shocked and Disgusted
The victim, upon discovering the stain, recalled the man who had been standing behind her and filed a police report. According to State Prosecuting Officer A. Majeed Yosuff, the woman was left “shocked, insulted, and disgusted” by what had transpired.

Investigators collected swabs from the stained pants, which were later analyzed by the Health Sciences Authority. This led to Cheng’s arrest on May 20, more than three months after the incident.
Legal Proceedings and Sentence
Cheng pleaded guilty to one charge of public nuisance and was sentenced to three weeks’ jail on July 2. Public nuisance, when committed with the awareness that it would cause annoyance, carries a maximum penalty of three months’ jail, a fine of up to S$2,000, or both.
The court heard that although Cheng was aware the fluid had landed on the woman’s clothing, he refrained from informing her, fearing she would call the police.
A Breach of Public Trust
Incidents like this raise serious concerns about safety on public transport in Singapore. Although such acts are rare, they erode public trust, particularly among women, and create anxiety in what should be a safe communal environment.
This case also highlights the importance of swift reporting and forensic follow-up, which allowed authorities to gather conclusive evidence and bring the offender to justice.
Broader Implications for Public Safety
Such cases, though isolated, underscore the necessity for constant vigilance, especially in densely populated public spaces like trains. For both Indonesians who frequently travel to Singapore and locals commuting daily, this serves as a reminder of the importance of maintaining boundaries, respect, and legal consequences for breaches of public decency.
This unsettling case serves as a stark reminder of the need for vigilance and accountability in public spaces. Cheng Choong Peng’s actions were not only indecent but deeply violated the personal safety of a fellow commuter. For Singaporeans and visitors from neighboring countries like Indonesia, the incident underscores the importance of swift law enforcement, public reporting, and social awareness to preserve the integrity and safety of shared environments such as public transport. As Singapore upholds strict penalties for such offenses, the message is clear: acts of public indecency will not be tolerated, and victims are encouraged to speak up and seek justice.
