Early morning find by cleaner leads to major customs investigation at Block 450 Clementi Avenue 3
An unsuspecting cleaner made a startling discovery in Clementi—an unattended suitcase filled with contraband cigarettes—prompting a swift response from both police and Singapore Customs.
Suitcase Found Beside Lift
On the morning of 24 June 2025, at around 8am, a cleaner working near a coffee shop at Block 450 Clementi Avenue 3 noticed a black suitcase left unattended beside a lift. Its bulging size raised suspicion, and after being left untouched for some time, the cleaner decided to open it.
Inside, the cleaner found an estimated 78 cartons and 40 packets of what appeared to be duty-unpaid cigarettes. Startled, the cleaner immediately informed a supervisor, who contacted the police.
Swift Response From Authorities

Two officers from the Singapore Police Force quickly arrived at the scene to assess the situation. They were joined by enforcement officers from Singapore Customs, who carefully inspected and counted the cigarette packs. The suitcase was then wheeled away for further investigation.
No arrests have been made so far, and the case has been officially handed over to Singapore Customs, who confirmed the quantity of the contraband.

Legal Consequences for Contraband Possession
According to Singapore law, possession, sale, purchase, or transport of duty-unpaid goods is a serious offence. Penalties include:
- Fines of up to 40 times the amount of duty and GST evaded
- Imprisonment for up to six years
- Seizure of vehicles or items used in the act
Not the First Time
While no suspect has yet been linked to the Clementi suitcase incident, this is not the first time contraband goods have been discovered in residential areas. The incident raises ongoing concerns about illegal tobacco distribution networks operating within urban spaces.
Authorities are expected to review nearby CCTV footage and question potential witnesses to track the origin of the luggage and the involved parties.
Community Vigilance Matters
This incident underscores the importance of community alertness in supporting law enforcement. Thanks to the cleaner’s attention to detail and timely action, a significant amount of contraband has been intercepted, potentially disrupting illegal cigarette supply lines.
The Clementi contraband discovery reflects the growing need for vigilance across neighborhoods in both Singapore and regional urban hubs like Batam. As smuggling operations become more covert, joint public and enforcement efforts remain crucial to upholding law, order, and public health standards in Southeast Asia.
