Majority of detainees were women from Southeast Asia, caught in overnight enforcement sweep

A high-impact immigration raid in Johor Bahru has resulted in the arrest of 236 undocumented migrants, many of them women from Southeast Asia, during a covert operation at entertainment centres in Stulang Laut.

Large-Scale Operation Follows Surveillance

Between 11:50 PM and 2:15 AM, Malaysia’s Johor Immigration Department carried out a coordinated raid named Op Kutip, following three weeks of surveillance and public tip-offs. The operation targeted two entertainment venues in Stulang Laut, known hotspots for undocumented migrant activity.

A total of 473 individuals were screened, resulting in the detention of 236 foreigners without valid immigration documents. Immigration Deputy Director-General of Operations Jafri Embok Taha confirmed the action during a press briefing held shortly after the raid.

Migrants Caught Attempting to Flee

According to officials, some migrants attempted to hide behind walls and inside concealed rooms, but enforcement teams were prepared.

The detainees were aged between 17 and 40, with women making up the majority. Notably, the operation detained 111 Thai women, 43 Vietnamese women, and 4 Laotian women, suggesting that many may have been working in vulnerable conditions.

  • 111 Thai women and 3 Thai men
  • 43 Vietnamese women, 13 Vietnamese men
  • 23 Bangladeshi men
  • 14 Indian men
  • 10 Pakistani men
  • 7 Nepalese men
  • 4 Chinese men and 1 Chinese woman
  • 4 Laotian women

All were held under Section 6(1)(c) of Malaysia’s Immigration Act for lacking valid passes, and Section 15(1)(c) for overstaying.

Detainees Moved to Detention Facility

The 236 detainees have been transferred to the Immigration Detention Depot at Setia Tropika Immigration Complex in Johor for further processing. Authorities are expected to conduct thorough investigations to determine their individual cases, potential trafficking involvement, and employment violations.

This enforcement adds to Malaysia’s ongoing efforts to curb undocumented labor and enforce tighter controls in entertainment and service industries.

Regional Implications on Labor and Mobility

The raid underscores growing concerns about irregular migration and labor exploitation in Southeast Asia, particularly in urban entertainment venues. For Indonesians and Singaporeans, it signals tightening scrutiny on cross-border movement, labor practices, and the need for better safeguards to protect migrant workers—especially women—from abuse or illegal employment.

The Johor raid highlights ongoing concerns over undocumented migration and labor exploitation, urging tighter enforcement and better protection for vulnerable foreign workers in the region.
