A wave of power outages in Batam without prior warning has triggered fierce criticism from civic leaders, raising concerns over the credibility and qualifications of newly appointed PLN Batam Director, Kwin Fo.

Residents of Batam have been hit by multiple instances of power outages without any prior notification, sparking backlash from prominent community figures. Yudi Kurnain, a respected local leader and former member of the Kepri Provincial Council, voiced his frustration on May 13, 2025, stating that prolonged outages lasting over five hours endangered daily life and public safety. “There used to be professionalism—now, even the basic courtesy of notification is gone,” he said.

Community and Business Impact Intensifies

Wijaya, head of the Forum Masyarakat Peduli Batam (FMPB), revealed that his group had received dozens of complaints from residents and small business owners affected by unannounced blackouts. Cases ranged from damaged electronics to spoiled materials in home-based enterprises. “The economic toll is real. People feel neglected by a service they depend on every day,” he said, urging PLN Batam to restore transparency and communication.

The backlash has intensified following the appointment of Kwin Fo as President Director of PLN Batam. Critics argue that Kwin, who reportedly lacks a background in internal PLN operations, was appointed without due preparation. “This raises serious questions about the selection process. The current state of service reflects those concerns,” Yudi noted. Civic leaders are demanding clearer justification for his appointment, citing a lack of public consultation and internal familiarity.

Transparency and Governance Under Scrutiny

Public policy observer Irwan Sutanto also highlighted the lack of transparency in Kwin Fo’s selection, criticizing the handover, which was reportedly conducted via Zoom. “In a government-linked company managing vital infrastructure, such opaque appointments damage institutional trust,” he said. According to him, managing Batam’s power grid requires specific knowledge of its industrial and island-based structure, which cannot be acquired overnight.

Mixed Signals on Anti-Corruption Claims

While Kwin Fo has pledged to expose corruption within PLN Batam, critics argue that these statements cannot compensate for operational failures. “If you’re serious about reporting corruption, follow the mechanisms—there are procedures. But do not let it overshadow poor service delivery,” said Yudi. Community leaders support anti-corruption efforts but stress that Kwin’s top duty remains ensuring consistent electricity service for Batam’s people.

Credibility and Public Trust at Stake

Concerns over Kwin Fo’s professional track record further fuel skepticism. “Even former PLN officials can’t trace his digital footprint,” said Yudi. Reports also claim that PLN’s internal management was unaware of his appointment until notified by the Ministry of State-Owned Enterprises. As blackouts persist and trust erodes, Batam residents demand transparency, professionalism, and leadership that prioritizes public service over political maneuvering.

The crisis unfolding in Batam reflects deeper issues of leadership accountability and public trust in state-owned enterprises. With businesses and daily life disrupted, Batam’s citizens are calling not only for stable electricity but for qualified leadership grounded in transparency. For investors and industries operating in the region—including from Singapore—reliable infrastructure is not a luxury, but a necessity. The credibility of PLN Batam and its leadership must be urgently restored.
