Customs officers intercept modified postal truck headed to Tanjungpinang, uncover massive illicit shipment
Authorities in Batam intercepted over 800,000 illegal cigarettes transported in a truck owned by the local post office, marking a major blow to smuggling efforts in the Free Trade Zone region.
On April 23, 2025, officers from the Batam Customs Main Service Office (KPU Bea Cukai Batam) intercepted a suspicious box truck bearing license plate B 9716 BCY as it prepared to cross from Batam to Tanjungpinang, Riau Islands. The vehicle, registered under Kantor Pos Batam, was carrying a concealed cargo of more than 800,000 illegal cigarettes. According to Customs Chief Zaky Firmansyah, the truck had long been under suspicion for its repeated involvement in illegal transport activities.
Sealed by Postal Staff, Hard to Access
During the inspection, customs personnel encountered resistance in opening the truck as it had been officially sealed by postal staff. After forcing entry, they discovered the contraband—carefully packed to avoid detection. The vehicle, a colt diesel variant, was temporarily seized by authorities before being returned to the Batam Post Office, pending internal investigation.

Owner Fined Rp1.8 Billion for Violations
The owner of the illegal goods has since been identified and penalized with a fine of Rp1.8 billion, equivalent to approximately S$140,400. Zaky confirmed that the individual agreed to pay the penalty, which compensates for the state’s lost excise and tax revenue. The investigation underscores the government’s resolve to curb the growing illegal tobacco trade.
Telaga Punggur: A Hotspot for Illicit Traffic
Customs officials have flagged Telaga Punggur Port as a major node in the illegal logistics chain. Smugglers frequently route goods through Tanjungpinang to bypass tax obligations, then redirect shipments to areas outside the Free Trade Zone, including parts of Sumatra and Java. This method continues to pose a significant challenge for maritime and inter-island enforcement teams.
Customs Reinforces Maritime Surveillance
Zaky emphasized that sea-based smuggling remains one of the most difficult enforcement areas in Indonesia’s vast archipelagic territory. “This case shows that surveillance across inter-island routes needs to be tightened,” he said in a statement to Batamnews.co.id on April 29. The agency is enhancing its coordination with other national enforcement units to monitor transportation methods increasingly used by syndicates.
Post Office Involvement Raises Alarm
While the Batam Post Office has not been accused of deliberate wrongdoing, the fact that its vehicle was misused has raised concerns over asset monitoring and internal control procedures. Authorities are expected to collaborate with the postal agency to prevent future misuse of logistics infrastructure for criminal activity.
This smuggling case highlights the vulnerability of public service assets in illegal trade and the need for tighter oversight across both government-linked transport fleets and maritime routes. As Batam remains a strategic hub near Singapore and Malaysia, coordinated vigilance among regional ports is essential to ensure tax integrity and security across Southeast Asia’s borders.
