A shocking case of voyeurism has emerged from Singapore, involving a vendor who allegedly targeted female teachers and other women in both school and public settings.
Chan Ding Jie, 30, was previously deployed to a secondary school as a vendor. Chan Ding Jie allegedly committed his first act on 10 December 2021, when he was in the staff room and is said to have downloaded intimate images of a female teacher without consent. The situation escalated when, on 26 February 2024, he purportedly recorded an upskirt video of another teacher in the same staff room using his mobile phone.
Pattern of Voyeurism Continued in April 2024
Just weeks later, on 1 April 2024, Chan allegedly filmed a second teacher’s chest area. The following day, he reportedly returned and recorded another upskirt video of an unidentified woman, also within the school premises. These repeated offences indicate a clear pattern of premeditated voyeuristic behavior.
Criminal Acts Expanded to Public Spaces
The voyeurism accusations extend beyond the school. On 4 April 2024, Chan was reportedly caught using his mobile phone to observe a woman’s buttocks and underwear at a Housing and Development Board (HDB) lift lobby in Woodlands. The very next day, he is accused of filming a woman’s groin while riding a public bus.
Chan’s voyeuristic activities allegedly continued on 25 April 2024, when he reportedly recorded another unknown woman’s intimate areas while on a public street. The identities of the women involved remain undisclosed to protect their privacy, as per MOE’s statement.
MOE Confirms Vendor No Longer Affiliated with Schools
On 9 April, an MOE spokesperson confirmed to The Straits Times that Chan had been removed from any school assignment since April 2024. Authorities emphasized that school details will not be made public to shield the identities of the victims.
Chan currently faces six charges of voyeurism and one charge related to the possession of intimate images without consent. His next court hearing is scheduled for 11 April 2025, where further developments in the case are expected.
