The controversy surrounding two mega projects in Kabil, Batam, has intensified as allegations of illegal land clearing and sea reclamation surface. The projects, located behind PT Semen Merah Putih and at PT Vesinter Indonesia, are suspected of violating multiple environmental regulations. The Batam City Council’s Commission III has accused developers of failing to provide necessary permits, prompting calls for an immediate investigation and legal action.

The projects involve hill cutting behind PT Semen Merah Putih and sea reclamation work by PT Vesinter Indonesia.
Illegal Projects Under Scrutiny
Batam City Council’s Commission III, led by Walfentius Tindaon from the Golkar Party, revealed that efforts to summon the project developers had been unsuccessful. The council suspects these projects are in violation of environmental impact assessment laws, specifically Indonesia’s Environmental Protection and Management Act No. 32 of 2009.
“These developers have refused to show their permits. We strongly suspect they lack the necessary environmental impact assessments and licenses,” Tindaon stated on March 9, 2025.
Environmental regulations mandate that any project affecting natural landscapes must undergo comprehensive impact assessments. However, these projects have proceeded without transparency, raising red flags within the council.

Potential Legal Ramifications
If proven guilty, the project operators could face severe penalties under Indonesian law. Violators of environmental regulations could face imprisonment for up to five years and fines of up to IDR 100 billion (SGD 8.3 million). This includes charges under Article 158 of Law No. 3 of 2020 regarding mining and land management.
The unauthorized land clearing has reportedly caused distress among local residents, particularly fishermen, who fear significant ecological damage. The Council has called on law enforcement agencies to intervene immediately to prevent further harm.
Despite the ongoing controversy, site inspections conducted by the council revealed that operations remain active. Heavy machinery, including multiple excavators and ten-wheeled dump trucks, continues to extract soil for land reclamation purposes. Reports indicate that these activities are being carried out under the protection of influential figures in the province, discouraging local authorities from taking action.
“Residents have reported that these trucks operate recklessly at night, posing safety hazards. We demand an immediate halt to these operations,” a local activist stated.
The heavy transportation of soil through public roads has resulted in deteriorating infrastructure, making road conditions hazardous for motorists.
The allegations surrounding these mega projects highlight the urgent need for stricter enforcement of environmental laws in Batam. Authorities must take decisive action to halt unauthorized land reclamation and hill-cutting activities before irreversible ecological damage occurs. If left unchecked, these projects could set a dangerous precedent for future developments in Batam.
