Batam’s Ramadan Regulations: Authorities Crack Down on Entertainment Venues Violating Curfew

The Batam city government has intensified monitoring of entertainment venues during Ramadan and Eid al-Fitr 2025, ensuring compliance with operational restrictions. The regulations, based on Mayor Regulation (Perwako) No. 11 of 2023, dictate specific closure periods and limited operating hours for nightclubs, bars, karaoke lounges, and massage parlors. Violators risk severe penalties, including license revocation.

As Indonesia’s tourism and nightlife hub, Batam enforces strict regulations during Ramadan to balance business interests and religious observance. The city’s entertainment sector must comply with designated closure dates and restricted hours, with authorities conducting inspections to ensure adherence.

Strict Operational Curfew for Entertainment Venues

Under Batam’s Ramadan regulations, entertainment venues must remain closed on three key periods:

  • Three days before and after Ramadan.
  • Mid-Ramadan (16th and 17th day).
  • Three days before and after Eid al-Fitr.

Beyond these dates, nightlife businesses can only operate between 10 PM and midnight, provided they maintain order and respect religious observances.

Batam’s Department of Culture and Tourism (Disbudpar) has informed thousands of business owners about these rules through official circulars, ensuring compliance across all entertainment sectors.

To enforce compliance, Batam’s Joint Task Force, comprising Satpol PP (Public Order Agency), police, BP Batam, and Disbudpar, will conduct routine inspections throughout Ramadan and Eid celebrations.

Satpol PP Chief Imam Tohari emphasized that violations will not be tolerated, stating:

“Offenders will receive verbal warnings, followed by written notices. If they continue to operate unlawfully, their licenses will be revoked.”

So far, authorities have not reported any violations, but inspections will continue to ensure adherence.

In addition to entertainment venues, restaurants and food outlets must cover their storefronts with curtains or screens during daytime hours as a sign of respect for fasting Muslims.

This rule has been widely accepted by business owners, though authorities will monitor compliance and take necessary enforcement actions against those who fail to adhere to the regulations.

Batam’s local lawmakers support the enforcement of Ramadan regulations, with DPRD Batam’s Commission II Secretary Safari Ramadhan urging strict compliance.

“Business owners must follow government directives. Violators will face sanctions, including warnings, fines, and potential closure,” he stated.

Similarly, Commission I legislator Rival Pribadi has called for zero tolerance in law enforcement, stressing:

“No exceptions will be made. Any business violating the regulations should have its license revoked.”

This firm stance highlights the government’s commitment to preserving public order and religious observance during Ramadan.
