Authorities intensify efforts to combat online gambling, revoking business licenses and blocking websites.
In a large-scale crackdown on illegal online gambling, Johor authorities have cut off electricity to 470 premises across the state since January 2024. As part of the latest operation on February 25-26, 2025, 86 gambling sites had their power disconnected, and eight business licenses were revoked.
This operation, led by Johor police, local councils, and Tenaga Nasional Berhad (TNB), aims to dismantle unlicensed gambling operations and prevent their resurgence. Authorities have also sought assistance from the Malaysian Communications and Multimedia Commission (MCMC) to block access to gambling websites.
The latest anti-gambling operation in Johor took place on February 25-26, targeting 86 unlicensed gambling premises in districts such as Iskandar Puteri, Johor Bahru South, Kota Tinggi, Muar, Batu Pahat, and Segamat. This brings the total number of gambling sites shut down to 470 since January 2024.
Led by Johor Police Chief Comm Datuk M. Kumar, the enforcement team included 64 senior and junior police officers, 48 TNB personnel, and seven local government officials. Authorities enforced the shutdowns under Section 21A of the Open House Gambling Act 1953, which grants legal power to disable illegal gambling premises.
Police Target Online Gambling Networks
Authorities focused on disrupting online gambling networks, particularly unlicensed lotteries and digital gambling sites that operated under false business registrations.
According to Comm Datuk M. Kumar, the gambling syndicates exploited digital platforms to attract players and collect payments. “We have also requested MCMC to block access to gambling websites to prevent further operations,” he stated.
The highest number of shutdowns was recorded in Iskandar Puteri (19), followed by Johor Bahru South (14), Kota Tinggi (11), Johor Bahru North (10), and Muar (7). Additionally, seven premises in Muar and one in Tangkak had their business licenses revoked by local councils.
Strict Enforcement and Zero Tolerance Policy
Authorities are adopting a zero-tolerance approach to illegal gambling, with the police intensifying inspections and surveillance to prevent operators from resuming business.
Comm Datuk M. Kumar warned landlords to ensure that their tenants are not misusing properties for gambling activities. “Owners must take responsibility. If premises are found to be facilitating illegal gambling, authorities will take action,” he said.
In addition to power cuts, police confiscated gambling-related equipment from several premises, including computers, betting slips, and transaction records used in illegal gambling operations.
The Johor police have urged the public to report any suspected gambling activities, emphasizing that community participation is vital in eradicating illegal gambling in the state.
Comm Datuk M. Kumar stated that reports can be made through the Johor police hotline at 07-2212999 or via the Volunteer Smartphone Patrol (VSP) app. Authorities also encourage businesses and residents to remain vigilant and report any premises suspected of engaging in illegal gambling operations.
The ongoing crackdown on illegal gambling in Johor highlights the Malaysian government’s commitment to combatting illicit activities. By cutting off electricity supplies, revoking business licenses, and blocking online gambling websites, authorities are taking proactive measures to eliminate these operations.
With 470 gambling sites shut down since January 2024, enforcement agencies are sending a strong message to illegal operators that gambling crimes will not be tolerated. As inspections continue, Johor police remain vigilant, ensuring that gambling syndicates do not return.
