Specialist judges appointed to ensure fair and sensitive handling of sexual offence cases.
Singapore courts will appoint specialist judges to manage sexual offence cases in the High Court and State Courts. This initiative, announced by Chief Justice Sundaresh Menon during the opening of the 2025 legal year, aims to provide fair trials while safeguarding complainants’ rights.
In his 2025 legal year address, Chief Justice Sundaresh Menon announced significant changes in Singapore’s legal system, including a specialist judge panel for sexual offences, new workplace harassment policies, and initiatives to promote sustainable legal practices.
Specialist Judges for Sexual Offences
From January 13, 2025, all sexual offence cases in the High Court and serious trials in the State Courts will be assigned to specialist judges trained in managing such cases. These judges will oversee trials, appeals, and revisions, focusing on ensuring fair processes and sensitive handling for all parties involved.

Enhanced Pre-Trial Procedures
The courts will introduce enhanced pre-trial checklists to streamline case management. These checklists aim to crystallize facts and eliminate irrelevant or harmful cross-examination, protecting complainants while upholding defendants’ rights.
Addressing Workplace Harassment
The Law Society will release a workplace harassment prevention policy to guide law firms in establishing ethical practices. A peer support initiative will also be launched to assist lawyers in addressing workplace challenges.
Mandatory ethics modules in bar exams and the adoption of sustainable workplace principles aim to align the legal profession with the values of younger lawyers, fostering a culture of respect and professionalism.
