The Indonesian government’s planned increase of the Value Added Tax (VAT) to 12% in early 2025 has turned the spotlight on Batam, a Free Trade Zone (FTZ) that offers unique tax exemptions. These benefits make Batam a haven for affordable car purchases and attract significant attention as the nation braces for higher taxes.
Batam, part of the Riau Islands province, is a designated Free Trade Zone under Government Regulation No. 48/2007. This status exempts Batam from several taxes, including VAT, luxury goods tax (PPnBM), and customs duties, distinguishing it from other regions in Indonesia.
Batam’s FTZ status means buyers enjoy exemption from three major taxes: VAT, PPnBM, and customs duties. This makes cars significantly cheaper than in other Indonesian regions.

With VAT set to increase to 12% nationwide in 2025, Batam’s tax-free advantages are drawing greater interest from residents and businesses.
Cars purchased in Batam can be taken outside the FTZ but require compliance with several regulations, including paying VAT and PPnBM and obtaining approvals from the Directorate General of Customs and Excise.
While Batam leads in tax benefits, other areas like Bintan, Karimun, and Sabang also enjoy similar privileges, albeit to a lesser extent.

To transfer vehicles outside Batam, owners must submit various documents, including a Certificate of Tax Payment, vehicle purchase receipt, and customs clearance approval. Physical vehicle inspections are also required.
Batam’s FTZ offers a unique opportunity to purchase goods, including vehicles, at lower costs compared to other Indonesian regions. The rising VAT rate highlights Batam’s role as a strategic hub for trade and investment.
