Apple Eyes $10.5 Million Investment, New Factory in Bandung

Apple Inc. has submitted a proposal to invest approximately $10.5 million (Rp158 billion) in Indonesia, aiming to meet domestic component regulations and revive sales of its latest iPhone models in the country. Apple’s strategic move comes in response to Indonesia’s stringent regulations on domestic component levels (TKDN), which mandate 40% local content for smartphone sales. The lack of compliance has already led to a halt in iPhone 16 sales.


Apple’s Proposed Factory and Compliance Efforts
Apple plans to establish a factory in Bandung, West Java, collaborating with suppliers to manufacture accessories and components. The $10.5 million (Rp158 billion) investment proposal is now under review by the Ministry of Industry. Approval would ensure the latest iPhone models meet the 40% TKDN requirement, allowing sales to resume.

Government’s Role and Conditions
The Ministry of Industry had earlier blocked iPhone 16 sales due to non-compliance with the TKDN requirement. To enforce this, the Ministry threatens to deactivate the IMEI numbers of non-compliant devices, effectively disabling them within Indonesia.


Prior Investments and TKDN Strategies
Previously, Apple committed to alternative compliance methods, including educational initiatives such as the fourth Apple Academy in Indonesia, which involved investments totaling Rp1.71 trillion ($145.35 million). However, with Rp1.48 trillion ($125.8 million) already spent, an additional Rp240 billion ($20.4 million) is needed to meet the full requirement.


Three Paths to Compliance
Apple can fulfill TKDN regulations through one of three avenues: establishing a local manufacturing plant, innovating through tech and research, or developing new applications. The proposed Bandung facility is set to bolster Apple’s adherence to local standards and re-establish product availability.
