KPK Steps in to Address Land Certification Delays in Batam

On November 5, 2024, the Indonesian Corruption Eradication Commission (KPK) conducted a crucial coordination meeting at the Merah Putih Building to address the certification of land assets for educational and health facilities in Batam.


The meeting aimed to tackle the significant stagnation in the certification processes that are critical for the allocation of specific government funding for public services in education and health within Batam.


The coordination meeting led by the KPK was organized to follow up on previous discussions regarding the acceleration of land certification for educational and health infrastructure in the Riau Islands area.

The meeting included high-level officials such as the Director of Land Regulation, the Director General of Land Rights and Registration, and local government officials from Batam and the Riau Islands Province, highlighting the collaborative approach needed to resolve these issues.


A primary concern discussed was the significant delays in land certification, particularly for educational facilities, which are at risk of missing out on crucial Physical Special Allocation Funds (DAK Fisik) due to these certification delays.


Differences in requirements between the Batam Land Office and the Batam Free Trade Zone Management Body (BP Batam) were identified as major hurdles. The land office demands a release of Land Management Rights (HPL), while BP Batam insists that a recommendation letter should suffice.

The KPK aims to find immediate solutions to expedite the land certification process to ensure that physical special allocation funds can be utilized effectively to enhance public service delivery in education.


The KPK’s intervention is expected to bridge differences and expedite the certification process, thereby ensuring that educational and health facilities in Batam receive the necessary funding to improve service delivery.
