In a significant move to combat climate change and bolster the energy transition, Indonesia is aggressively expanding its domestic solar industry and human resources development. Coordinating Minister for Maritime Affairs and Investment, Luhut Binsar Pandjaitan, discussed these initiatives at the Indonesia Solar Summit 2024 held on Wednesday, August 21, 2024, in Jakarta.
Addressing the Indonesia Solar Summit 2024, Minister Luhut Binsar Pandjaitan outlined Indonesia’s strategic plan to enhance and widen the solar industry domestically. This plan includes launching a massive 60 GW renewable energy program through PLN and drawing substantial investments from Singapore for green energy exports and related infrastructure like solar fields and battery storage systems.
Investment and Partnerships:
The collaboration with Singapore has already yielded substantial investments ranging from $30 to $50 billion for energy developers, $1.7 billion for solar manufacturing, and $1 billion from battery and inverter manufacturers. These investments are critical for Indonesia’s goal of net-zero emissions by 2060 or sooner.
Infrastructure Expansion:
The National Electricity Supply Plan (RUKN) anticipates that by 2060, installed solar capacity will reach between 410 GW and 460 GW. This expansion is essential for Indonesia to meet its net-zero emissions target and underscores the growing demand for solar modules.
Strengthening the Supply Chain:
To meet the domestic demand for solar infrastructure, which could amount to tens of gigawatts annually, Indonesia is focusing on building a robust supply chain that includes upstream technologies like polysilicon, ingots, wafers, and essential components such as low-iron tempered glass.

Strategic Development Plans:
Strategies to reach net-zero emissions include using renewable energy, gradually phasing down coal-fired power plants, electrifying various sectors, employing advanced technologies like CCS/CCUS, and implementing energy efficiency measures. After 2030, additional power generation will exclusively come from renewable sources, predominantly solar power from 2035.

Policy and Regulatory Support:
Recent regulations relaxing the Domestic Component Level (TKDN) requirements could spur demand for solar modules but might also challenge the competitiveness of local modules against cheaper, higher-quality imports. The government is advised to support local manufacturers with capital assistance and fiscal incentives to enhance production competitiveness.
This strategic partnership between Indonesia and Singapore not only addresses immediate environmental concerns but also sets a precedent for future international cooperation in renewable energy. By fostering a strong domestic industry, Indonesia positions itself as a leader in green energy within the ASEAN region, providing significant implications for Singaporean and other international investors looking for sustainable and profitable opportunities.
