PT Telekomunikasi Indonesia International (Telin), a subsidiary of Telkom Indonesia, in partnership with Singapore Telecommunications Limited (Singtel), has signed a Memorandum of Understanding to develop a new submarine cable system, named INSICA (Indonesia Singapore Cable System). This initiative aims to significantly enhance data center connectivity between Singapore and Batam, positioning both locations as prime sites for data center investments.
The INSICA project is part of a broader initiative to cater to the increasing demands for robust digital infrastructure in the Southeast Asia region, spurred by advancements in AI, cloud computing, and other digital technologies.
The INSICA cable system will feature 24 fiber pairs with two diverse terrestrial routes, providing a maximum capacity of up to 20 terabits per second per fiber pair. This capacity will support high bandwidth needs, limitless connectivity, and enhanced network security.

Located 100 km in length, the INSICA cable system will not only improve network protection and reliability but also ensure uninterrupted operation of data centers. This setup is crucial for maintaining 24/7 operational capabilities in today’s data-driven environment.
The CEO of Telin, Budi Satria Dharma Purba, highlighted the global submarine cable market’s readiness for unprecedented growth, with Batam and Singapore poised to become key locations for data center investments. The INSICA cable is expected to meet critical interconnectivity needs between these strategic locales.
According to Ooi Seng Keat, Vice President of Digital Infrastructure & Services at Singtel, the new cable system will enhance connectivity between the two countries, supporting AI workloads and high-power density requirements from enterprises and cloud companies. This infrastructure is crucial for deploying new technologies like the Internet of Things, robotics, and AI.

The INSICA cable system is expected to begin operations in the fourth quarter of 2026. It is seen as a strategic step in designing a hyper-connected digital ecosystem to meet the long-term demand and digital future of the region.
