The Batam City Government, through its Department of Industry and Trade, has been honored with the Innovative Government Award (IGA) 2023 for its pioneering Fuel Card 3.0 JBT Solar initiative, showcasing a significant step in digital innovation for border areas.
Batam’s Department of Industry and Trade received the prestigious IGA 2023 for the Most Innovative Border Area, thanks to its innovative Fuel Card 3.0 JBT Solar. The award was presented by the Minister of Home Affairs, Tito Karnavian, to the Batam City Government representative, Assistant for General Administration, Heriman HK.
Fuel Card 3.0, launched in 2019 and refined in 2022, utilizes a digital system enabling quick online registration and transactions at fuel stations, ensuring efficient and targeted distribution of subsidized fuel.

The system’s effectiveness in ensuring precise allocation and volume of JBT Solar fuel has been acknowledged, aligning with the regulations set by Presidential Regulation 191/2014 and Batam City Mayor Circular 57/2022.
The Head of the Department of Industry and Trade, Gustian Riau, highlighted the significant savings and targeted benefits of the Fuel Card 3.0 program, expressing gratitude for the support from various stakeholders.
Successful collaboration with entities such as PT. Pertamina Patra Niaga Kepri, Hiswana Migas Kepri, fuel station distributors, and Bank KB Bukopin was crucial for the success and recognition of the Fuel Card 3.0 initiative.
