The Batam City Government, through its Labor Department (Disnaker), has proposed a 4.1% increase in the city’s minimum wage for 2024, sparking a debate among workers, businesses, and government officials.
The proposed increase is part of a broader discussion on wage standards in Batam, reflecting the city’s economic growth and inflation rates. The proposal, which now awaits the Riau Islands Governor’s decision, has led to varying recommendations from labor unions and business groups.
The proposed new minimum wage of Rp 4,685,050 marks a 4.1% increase from 2023, considering factors like a 2.05% inflation rate and a 6.84% economic growth rate.

The wage hike calculation includes an alpha value of 0.3, as per Regulation No. 51 of 2023 on Wages, reflecting the maximum permissible increase considering labor’s contribution to Batam’s Gross Regional Domestic Product (GRDP).
Different stakeholders have submitted their proposals: FSP LEM SPSI Batam suggests Rp 4,900,529 (8.89% increase), FSPMI Batam proposes Rp 5,175,506 (15% increase), and business representatives recommend a 2.73% hike to Rp 4,623,482.
Rudi Sakyakirti, Head of Batam’s Disnaker, emphasizes that the final decision rests with the Governor of the Riau Islands, with hopes that the decision will enhance the welfare of Batam’s citizens.
Mangara Simarmata, Head of Disnaker and Transmigration of Kepri, assures the quick forwarding of the proposal to the Governor for a final decision, effective from January 1, 2024.
