Four Malaysian men arrested after officers uncover massive contraband operation hidden in tanker and forested area

Singapore Customs has seized 3,100 cartons of duty-unpaid cigarettes and arrested four Malaysian men in a coordinated operation at Jurong West’s Pasir Laba Heavy Vehicle Carpark.

Major Contraband Bust at Pasir Laba

The enforcement operation, conducted on November 13, uncovered a large-scale cigarette smuggling attempt involving a tanker and a forested area near the carpark. Officers found 3,100 cartons of duty-unpaid cigarettes concealed within the tanker and hidden among vegetation, where they were being packed into cardboard boxes.

Singapore Customs announced on November 27 that the duties and GST evaded in this case amounted to approximately SGD 335,785.

Four Malaysians Arrested

Four Malaysian men aged 20, 21, 30, and 39 were arrested at the scene. Investigations revealed an organized effort:

  • The 30-year-old suspect was allegedly hired to drive a prime mover with a tank or bowser from Malaysia into Singapore.
  • The 39-year-old suspect was allegedly responsible for delivering the contraband using a truck.
  • The two younger men, aged 20 and 21, were allegedly hired as lookouts, one of whom used a motorcycle to scout the surroundings and ensure the area was safe for the unloading.

All individuals are currently facing court proceedings.

Vehicles Used in the Crime Seized

Singapore Customs seized all three vehicles involved in the operation — the prime mover attached to the tank, the truck used for delivery, and the motorcycle used for surveillance. These vehicles are subject to forfeiture under Singapore law.

Laws and Penalties

Under the Customs Act and GST Act, buying, selling, storing, delivering, or possessing duty-unpaid goods is considered a serious offense. Offenders may face fines of up to 40 times the amount of duty and GST evaded, and can be jailed for up to six years. Vehicles linked to such crimes are typically confiscated.

Previous Smuggling Attempts

The latest case follows an earlier incident on November 4, when Singapore Customs foiled another illegal cigarette operation involving three Chinese nationals operating at Joo Koon and Bendemeer. The recurrence highlights ongoing attempts by smuggling networks to exploit Singapore’s borders.
