Batam’s tourism industry is making a powerful comeback. The city welcomed more than one million international visitors in the first eight months of 2025—solidifying its position as Indonesia’s gateway for cross-border travel and economic revival.

Tourism Milestone: 1 Million Visitors by August

According to the Batam City Government, the island recorded 1,008,609 foreign visitors by August 2025, marking a notable increase from 828,147 during the same period in 2024. The data, confirmed by both the Batam Culture and Tourism Office (Disbudpar) and the Central Statistics Agency (BPS), reflects the city’s rising appeal as a tourism and business destination in Indonesia’s Riau Islands province.

Optimism Toward a 1.5 Million Target

Batam Mayor Amsakar Achmad expressed optimism that the city would achieve its annual target of 1.5 million international visitors by the end of 2025. “We hope the remaining months will help us reach the target,” he said on October 9, 2025. The momentum builds on 2024’s results, when Batam attracted 1.3 million foreign and 3.2 million domestic tourists.

Economic Pillar for Regional Growth

Tourism remains one of Batam’s strongest economic pillars, directly boosting local tax revenue (PAD) through hotel and restaurant levies. Mayor Amsakar emphasized that besides tourism, Batam’s PAD is also supported by taxes from street lighting (PPJ), land and building rights (BPHTB), and property (PBB). The city’s growing hospitality sector reflects broader efforts to diversify beyond manufacturing.

Singapore, Malaysia, and China Dominate Arrivals

Ardiwinata, Head of Disbudpar Batam, revealed that Singapore continues to be the top source of international tourists, followed by Malaysia and China. He noted that monthly arrivals now average around 100,000 visitors, a strong indicator of Batam’s regained international appeal despite not yet reaching pre-pandemic 2019 levels.

Visa Policy Key to Future Growth

Ardiwinata believes visitor numbers could soar even higher if Indonesia expands its Visa on Arrival (VoA) privileges. Countries such as India, Japan, China, and South Korea could significantly boost arrivals if visa-free entry were extended. “If visa-free access is broadened, I’m confident our tourism growth will accelerate,” he said.

Batam’s Strategic Role in Regional Tourism

Batam’s close proximity to Singapore and Malaysia gives it a unique advantage in cross-border tourism within the SIJORI Growth Triangle. Its improving connectivity, affordable leisure packages, and renewed hospitality initiatives position the city as a central hub for short-stay getaways and business retreats in Southeast Asia.

Batam’s resurgence underscores Indonesia’s broader tourism recovery, with Singaporean travelers leading the charge.
