Coordinated raid at KSL City Mall leads to seizure and multiple investigation papers
Authorities in Johor have seized nearly 2,000 vape products in a major enforcement operation at KSL City Mall, signaling an intensified crackdown on illegal sales.
Large-Scale Seizure at KSL City Mall
A total of 1,997 vape and electronic cigarette products, including disposable devices and flavored cartridges, were confiscated during an integrated operation at KSL City Mall. The raid reflects Johor’s growing efforts to combat unregulated vape sales that pose risks to public health.
Multi-Agency Coordination
Johor Health and Environment Committee Chairman Ling Tian Soon confirmed that the operation was led by the State Health Department (JKN) in collaboration with the Johor Bahru City Council (MBJB). Key officials involved included Johor Bahru District Health Officer Dr. Haidar Rizal Toha and JKN Inspectorate and Legal Unit Head Kayrul Hidayah Mansor.
Legal Framework Behind the Crackdown
The enforcement was carried out under the Control of Smoking Products for Public Health Act 2024 as well as the Licensing, Trade, Business and Industrial By-Laws (MBJB) 2016 under the Local Government Act. These frameworks give local authorities the mandate to regulate and penalize the sale of smoking-related products without proper licensing.

Investigation Papers Opened
Following the seizure, 10 investigation papers were opened. Eight cases fall under Section 10(1) of the Control of Smoking Products for Public Health Act 2024, while two are under Section 7(1). The outcomes of these investigations could result in fines, license suspensions, or legal charges against the businesses involved.
Public Health Concerns at Forefront
Officials emphasized that the seizure is not only about enforcement but also about protecting public health. The availability of flavored and disposable vape products has raised concerns about accessibility to minors and long-term health risks associated with unregulated consumption.
Broader Implications for the Region
The clampdown highlights Malaysia’s ongoing struggle to balance economic activity with public health priorities. For Indonesians and Singaporeans, Johor’s strong enforcement stance underscores the region’s commitment to aligning with global public health standards, potentially influencing cross-border regulations and consumer behavior.
Johor’s seizure of nearly 2,000 vape products at KSL City Mall sends a strong signal that authorities are tightening oversight on the vape industry. With multiple agencies working in coordination, the move highlights a regional push for stronger public health protections that may ripple into consumer markets across Southeast Asia.
