Johor Bahru is raising the bar on cleanliness. Starting this year, all food outlets must achieve at least a four-star rating for their toilets to renew business licences, under a new regulation by the Johor Bahru City Council (MBJB).
Four-Star Toilets Now Mandatory
Mayor Datuk Mohd Haffiz Ahmad announced that the policy applies to 7,435 food premises, including 24-hour outlets. The initiative is part of the “Bersih, Menawan dan Wangi” (BMW) campaign, aimed at improving public hygiene across the city.
How the Rating Works
Under the new system, operators will first conduct a self-assessment using a checklist provided by MBJB. The council’s officers will then inspect the premises to verify compliance. Only businesses that meet or exceed the four-star standard will have their licence renewals approved.

Mohd Haffiz emphasized that operators failing to meet the standard must upgrade and clean their facilities before reapplying. The city aims to hold businesses accountable for providing clean and safe environments for customers.
