NEO Aeronautics targets U.S. sports and recreation market as local regulations stall domestic rollout
Singapore’s first personal aerial vehicle, the Crimson S8, has completed its maiden indoor flight test. Developed by NEO Aeronautics, the sleek, sci-fi-style aircraft is built for the U.S. recreational market and may soon appear at tourist destinations and adventure parks.
The Crimson S8’s indoor trial was conducted without GPS support and focused on manual flight control calibration, according to NEO Aeronautics founder and CEO Neo Kok Beng. The successful test marks a significant milestone in Singapore’s aviation innovation, though the product will not be launched locally due to the absence of supporting regulations for ultralight personal aerial vehicles.
Instead, the company is shifting its focus to the U.S., with plans for outdoor trials at Pendleton UAS Range in Oregon, a 36,300 sq km facility designed for unmanned systems testing. The vehicle will also undergo trials next month at the Johor-Singapore Special Economic Zone (SEZ), supported by academic and institutional partners.
Built for the Skies of America
The Crimson S8 is designed under the U.S. Federal Aviation Administration’s Part 103 Ultralight regulation, which limits aircraft weight to 115kg (254 lbs). This allows it to bypass conventional pilot licensing requirements—making it accessible to hobbyists and tourists without aviation training.
Neo Kok Beng emphasized that the decision to follow Part 103 was strategic. “When we entered the market in 2019, there were no clear commercial frameworks for passenger-carrying air taxis. We opted for a proven regulatory path to reach the market via sports and recreation.”

Targeting Adventure Seekers, Not Urban Commuters
Unlike eVTOLs (electric vertical take-off and landing aircraft) aimed at urban mobility, the Crimson S8 will not serve as a city transport option. Instead, it is positioned as a high-thrill recreational experience. NEO Aeronautics plans to set up “Crimson Clubs” across tourist attractions, adventure parks, and cable car stations in the U.S., offering members the chance to experience personal flight.
Each flight is estimated to cost around US$200 (S$260), considerably lower than a typical US$400–$500 (S$520–S$650) hot air balloon ride. The company sees this as a scalable, affordable entry point into the aerial mobility sector.
IPO and U.S. Expansion Plans in Motion
NEO Aeronautics is leveraging events such as the SelectUSA Investment Summit and the Oshkosh Air Show to court investors and collaborators. The startup has engaged over 10 U.S. states in discussions for potential partnerships and infrastructure development to support the rollout of flying car experiences.
CEO Neo also revealed plans for an initial public offering (IPO) with the goal of listing on the Nasdaq exchange by the end of 2025. This marks a major step toward securing funding for large-scale manufacturing and global marketing.
Though the flying car will not operate commercially in Singapore, the country remains a crucial R&D and tech development base for NEO Aeronautics. The company is working closely with local universities for engineering support, while also coordinating cross-border flight testing efforts with Malaysia through the Johor-Singapore SEZ.
