Over 30 officers deployed amid ongoing land dispute; police clarify procedure behind visit
A tense encounter erupted in Baloi Kolam, Batam, on April 22 as residents clashed with police officers who arrived to deliver summonses related to a previous land conflict in the area.
Summons Spark Public Tension
The visit by Polresta Barelang officers on Monday afternoon drew protest from local residents, who viewed the deployment as excessive for the simple delivery of summonses. Eyewitnesses reported shouting and resistance as uniformed personnel arrived at the Baloi Kolam area, long marked by disputes over land use and eviction.
According to Police Criminal Investigation Unit Head AKP Debby Tri Andrestian, officers were at the site solely to hand out witness summonses. “There are several witnesses we needed to reach regarding earlier reports of destruction and assault that occurred here,” Debby told Tribun Batam. He confirmed more than five individuals were called for questioning in connection with ongoing investigations.
Routine Part of Ongoing Investigation
Debby emphasized that the delivery of summonses was in line with legal procedure. “This is part of the standard investigative process handled by Satreskrim,” he said, adding that more than eight police reports related to Baloi Kolam had been lodged, spread across multiple investigation units.
Though the procedure was routine, it was met with public resistance, prompting adjustments on the ground. “Some summonses were handed directly to recipients, while others were passed through Bhabinkamtibmas to de-escalate the situation,” Debby explained. Tension had peaked, but the officers managed to carry out their duties without any physical confrontation.
Personnel Deployment and Safety Measures
More than 30 officers were present during the operation, including around 10 from the criminal investigation unit, and additional support from Brimob. “Our presence was proportional and according to SOP, especially considering the volume of reports and the sensitivity of the case,” said Debby.
Land Conflict Background
The situation in Baloi Kolam stems from long-standing tensions involving PT Alfinky Multi Berkat. A number of residents have refused to vacate their homes for redevelopment, while others have agreed to do so. The conflict has led to electricity cutoffs and alleged acts of vandalism and violence, triggering multiple police reports.
Authorities Yet to Clarify Land Use Plans
As the situation simmers, BP Batam has yet to issue a public statement regarding the land’s official status or intended use by investors. Uncertainty over land rights and future development continues to inflame the dispute, leaving many residents in limbo.
The incident highlights the volatility of land disputes in urban Batam, where clashes between residents and authorities can quickly escalate. While the police have reiterated that their actions followed standard legal protocol, the situation in Baloi Kolam remains delicate, underscoring the urgent need for clarity, communication, and peaceful resolution.
