Mersing, a pristine coastal district in Johor, is poised to achieve a significant milestone in Malaysia’s tourism sector. The district is on track to become the country’s first destination listed under the International Network of Sustainable Tourism Observatories (INSTO), a prestigious recognition by the United Nations World Tourism Organization (UNWTO). This move signals Mersing’s commitment to sustainability, positioning it among the world’s top tourism destinations alongside cities such as Barcelona, Buenos Aires, and Lombok. The listing is not just an accolade; it represents a paradigm shift in Malaysia’s approach to responsible tourism and environmental conservation.

The application process for Mersing’s INSTO recognition is a structured and multi-tiered effort. The Mersing District Council (MDM) is preparing a preliminary report to be submitted to the state government between March and April 2025. From there, it will proceed to the Ministry of Tourism, Arts, and Culture (MOTAC) before being presented to UNWTO for consideration. If approved, the official recognition is expected between February and March 2026, aligning with Visit Johor Year 2026.

The initiative’s overarching theme, “Rainforest to Reef,” highlights Mersing’s rich biodiversity, spanning from dense tropical rainforests to vibrant coral ecosystems. The key locations for INSTO evaluation include Taman Negara, Penyabong, and the Pulau Besar island cluster. With sustainable tourism at its core, the recognition will bring economic, environmental, and social benefits to the local community.

Sustainability and Economic Growth

Tourism remains a significant economic driver for Johor, and the INSTO recognition will amplify Mersing’s appeal to global travelers. This collective effort ensures that tourism activities align with conservation efforts, with real-time data monitoring waste management, marine biodiversity, and community well-being.

“The data we collect will be used to monitor and evaluate whether our sustainability efforts are having a positive impact on the environment,” said Ahmad Firdaus Shaik Omar, Secretary of Mersing Tourism Association. Challenges and Strategic Solutions

Despite its ambitious goals, Mersing faces several challenges in its journey toward INSTO recognition. One major concern is the impact of increasing tourist numbers on fragile ecosystems. Sustainable tourism requires stringent policies on waste management, visitor limits, and environmental education to prevent degradation of Mersing’s natural assets.

To address this, the district council is working closely with Tourism Johor, Tourism Malaysia, and private stakeholders to implement eco-friendly policies. Measures such as limiting single-use plastics, enforcing responsible snorkeling and diving practices, and incentivizing green-certified accommodations are being introduced to maintain ecological balance.

The Role of the Johor State Government

The Johor state government’s commitment to Mersing’s tourism development is evident through its financial and policy support. The initiative aligns with Johor Budget 2025, which emphasizes sustainable tourism as a key economic growth pillar. The government has also launched #MyUNDP, a data-driven tourism initiative that integrates advanced digital solutions for planning, monitoring, and decision-making.

Johor’s Menteri Besar, Onn Hafiz Ghazi, praised the initiative, stating, “Mersing’s global recognition under INSTO will solidify its position as Malaysia’s top eco-tourism destination. This initiative reflects Johor’s long-term vision for a sustainable and inclusive tourism industry.”
