Singapore-linked aviation investments and expansion fuel Batam’s MRO ambitions
BATAM, Indonesia – Batam is positioning itself as a premier regional hub for Maintenance, Repair, and Overhaul (MRO) services, with ambitious plans to expand infrastructure and attract international investments, particularly from Singapore. The initiative was highlighted in a high-level Focus Group Discussion (FGD) on January 23, 2025, organized by Badan Pengusahaan Batam (BP Batam) in collaboration with government agencies, educational institutions, and industry stakeholders.
The discussion, attended by BP Batam’s Strategic Policy Member Enoh Suharto Pranoto and Finance & Administration Member Alexander Zulkarnain, focused on the implementation of Batam’s Master Plan for Hang Nadim Airport, aligning with Indonesia’s 2025-2029 National Medium-Term Development Plan (RPJMN) and the 2025 Government Work Plan (RKP).
BP Batam’s Vision: Expanding the MRO Ecosystem
The Batam Aero Technic (BAT) Special Economic Zone (SEZ), currently spanning 30 hectares, is set for a major expansion, adding 108 hectares outside the SEZ under Free Trade Zone (FTZ) status. The move aims to boost Indonesia’s competitiveness in the aviation sector, where Batam’s MRO industry already leads with 23 airline hangars and two aircraft painting facilities.
BP Batam emphasized that strategic industry sectors would be prioritized for investment, including:
– International logistics hub development
– Aerospace industry growth
– High-value light manufacturing
– Digital and creative industries
– Financial and trade center expansion
– Integrated medical tourism facilities
According to Enoh Suharto Pranoto, Batam’s aviation sector is expected to experience exponential growth, aligning with Indonesia’s strategy to accelerate economic development through infrastructure and industrial investment.
Batam Aero Technic Aims for Asia-Pacific Leadership
The KEK Batam Aero Technic (BAT) currently serves 12 airlines and holds seven international certifications, positioning itself as Indonesia’s largest MRO facility. The long-term goal is to be among the top five MRO service providers in Asia-Pacific.
“This expansion will strengthen Batam’s role in the regional aviation sector, benefiting Indonesia’s economy and creating a sustainable aerospace ecosystem,” said Riki S. Suparman, Acting President Director of BAT.
A key component of the expansion strategy is a revenue-sharing model, where Singapore-based airlines and aviation partners are expected to participate in joint operations and long-term MRO agreements.

Strengthening Indonesia-Singapore Aviation Ties
Singapore has been an essential aviation partner for Batam, with Hang Nadim Airport playing a crucial role in handling overflow MRO demand from Changi Airport. As Batam expands its aviation capabilities, Singaporean airlines and logistics firms are expected to increase engagement, further integrating Batam into the regional aviation supply chain.
“Indonesia has been supplying Singapore with clean energy, and now we expect a reciprocal investment in Batam’s aviation industry. This collaboration can strengthen the economic and trade partnership between the two nations,” said Akhmad Ma’ruf Maulana, Vice Chairman of Indonesia’s Chamber of Commerce (Kadin) for SEZ and Industrial Development.
Batam’s MRO expansion presents a high-value aviation opportunity at a lower operational cost than Singapore. With a strategic location just 20km from Singapore, the island’s aviation infrastructure is well-positioned to support global airlines, aircraft manufacturers, and logistics firms.
The increased connectivity between Singapore and Batam could lead to higher efficiency in aircraft maintenance, faster turnaround times, and cost savings for airlines operating in the region.
The expansion could translate into improved air travel services, including more direct routes, enhanced airline maintenance standards, and competitive airfare options between Indonesia and global destinations.
