Indonesian Authorities Intercept 170 Vape Liquids with Etomidate in Batam
Authorities in Batam, Indonesia, have intercepted 170 vape liquids containing Etomidate, a powerful anesthetic, smuggled from Malaysia. Two individuals, identified by their initials H and SL, were arrested at a hotel in Nagoya on January 6, 2025. The illicit products were intended for distribution among select groups, raising concerns about their potential impact on public health.
The Riau Islands Police Narcotics Directorate (Ditresnarkoba Polda Kepri) uncovered the illegal shipment following intelligence reports about the circulation of vape liquids containing controlled substances in Batam. Police raided a hotel in Nagoya, where the two suspects were found in possession of the illicit vape liquids, all bearing the Malaysian brand Richard Millie.
Dangerous Substance Etomidate Found in Seized Vapes
Unlike previous cases of narcotic-laced vape products in Indonesia, police confirmed that these vape liquids contained Etomidate, an anesthetic that can induce euphoria and addiction. The liquids, which came in four different flavors, were being sold for IDR 2 million (SGD 166) per pack.
Smuggling Route from Malaysia to Batam Uncovered
Investigations revealed that H and SL were transporting the vape liquids from Malaysia into Batam for local distribution. While the suspects claimed this was their first transaction, authorities suspect a larger smuggling network operating across the region.

Legal Consequences for the Smugglers
The arrested individuals now face charges under Articles 435 and 436 of Indonesia’s Health Law (Law No. 36/2009), which carries penalties of over 10 years in prison. The case has been escalated for further investigation to identify other members of the smuggling operation.
Police have cautioned against the rising circulation of illegal vape products containing harmful substances, urging consumers to verify product safety before use. The Indonesian government has intensified monitoring of vape imports, especially from Malaysia, as part of its broader crackdown on unregulated substances.
This case underscores the growing risks of illicit vape products in Southeast Asia. Authorities are ramping up border security to prevent the spread of unregulated substances, reinforcing the importance of strict compliance with health regulations.
