Syndicate Leader Jailed for Role in Drug Trafficking and Money Laundering

Singapore has sentenced a 58-year-old man to 28 years and nine months in jail in its largest drug-related money laundering case. Lian Hoe Heng, a key figure in a Malaysia-based drug syndicate, coordinated narcotics supply into Singapore while laundering over S$1.27 million. Prosecutors likened his role to a chief operating officer, reflecting his significant influence in the syndicate.

The sentencing follows years of investigation by Singapore’s Central Narcotics Bureau (CNB), which uncovered Lian’s extensive role in drug trafficking and laundering proceeds. The case highlights Singapore’s strict drug laws and zero-tolerance policy against syndicate operations. Lian’s arrest and prosecution also involved cross-border collaboration with Malaysian authorities.

Lian Hoe Heng played a central role in the syndicate, coordinating drug deliveries from Malaysia to Singapore. Drugs such as methamphetamine, ketamine, cannabis, and MDMA were distributed through a network he managed. Lian received methamphetamine or monetary compensation for his involvement.

Massive Money Laundering Operations

Lian laundered S$203,000 of his own proceeds and over S$1.07 million belonging to a syndicate member identified as “Kadi.” The funds were moved through bank accounts in Singapore, Malaysia, Vietnam, and via third-party intermediaries.

Escape and Arrest

Lian fled to Malaysia in 2018, living in Johor Bahru under Kadi’s instructions. He continued his operations from across the border until his arrest by Malaysia’s Narcotics Crime Investigation Department on March 31, 2023. Lian was repatriated to Singapore on April 16, where he faced prosecution.

Lian’s role was uncovered following the arrest of a fellow Singaporean, Tan Guosheng, in October 2020. Tan was caught with 249.99 grams of methamphetamine, narrowly avoiding a death penalty threshold. Evidence from Tan’s case led investigators to Lian’s involvement in the syndicate.

Landmark Sentence Reflecting Severity

Deputy Public Prosecutor Nicholas Khoo emphasized Lian’s significant influence, likening his role to that of a corporate COO. The sentence includes 28 years and nine months for charges of drug trafficking and money laundering. Judicial Commissioner Christopher Tan described Lian as an essential figure in the operation.

This case underscores the nation’s unyielding stance on drug trafficking and money laundering. The landmark sentence serves as a warning against organized crime and highlights the cross-border cooperation required to dismantle syndicates. Singapore remains committed to maintaining its reputation as a safe and lawful society.
