Criminal syndicate members stole high-value jewellery from Windsor Park residence, raising concerns.

Two Chinese nationals, part of an international syndicate, were arrested for stealing jewellery worth S$570,000 from a Windsor Park Road home in Singapore. The suspects have been linked to a spate of burglaries across private estates, prompting heightened security concerns.

Long Zhihua, 38, and Luo Changchang, 44, both Chinese nationals, entered Singapore specifically to commit burglaries. They were apprehended before returning to China, but S$390,200 worth of stolen jewellery remains unrecovered.

The duo pleaded guilty on December 17, with Long also facing an additional charge of possessing stolen property. Investigations revealed their affiliation with a syndicate responsible for multiple housebreaking cases earlier this year.

Methodical Approach to Theft

On June 21, the suspects scouted Windsor Park Road and identified an unlit house as their target. They scaled a 1m fence, pried open a glass door to access the victim’s bedroom, and systematically searched drawers.

Using a torchlight to avoid detection, they stole 27 pieces of jewellery, including a pair of emerald earrings worth S$100,000 and a diamond choker valued at S$60,000. The victim’s family was present in another building on the property during the incident.

Arrests and Missing Valuables

The burglary was discovered when the victim returned home at 11:50 pm. Police traced the suspects using CCTV footage and arrested them on June 26 at their hotel.

While some items were recovered, S$390,200 worth of jewellery remains missing. Other items, including Singapore currency amounting to S$9,634.60, were seized from their room.

The victim incurred additional expenses of S$1,295 to upgrade home security, including installing CCTV cameras, changing locks, and putting up deterrent signage.

The incident has raised awareness about the vulnerability of private residences, especially in affluent areas.

This case highlights the risks posed by organised crime syndicates targeting Singapore’s private estates. Between June and August, similar cases led to S$3.85 million in reported losses, with only a fraction recovered.

Deputy Public Prosecutor Kathy Chu emphasized the suspects’ partial cooperation but noted their reluctance to disclose full details about their activities.

This incident underscores the need for vigilance and robust security measures in private residences. For Singaporeans and visitors, it highlights the importance of safeguarding properties against organised crime threats.
